It's never been confirmed that her grandmother lives there. For all you know, that could have been "Take your granddaughter to work in RG" day. It would make a plot twist for her to be related to AtW, but she's not. Had she been, he would have mentioned it. All he says is that she's from RG, of which he used to rule; that's literally it.

Why do people think that because they're from the same world, that they're related. It that's the case, then Tidus is Sora's twin brother.

Maybe because they were too goddamn lazy to make a separate place for the Grandmother to live in, considering that the Castle was the only piece of architecture you could enter.

I imagine it to be a place open to the other citizens of Radiant Garden, anyway. Ansem the Wise is the leader, not some tyrannical monarch. For all we know, that section is the public library.
