As for your question, I figured he had a voice, but since it was a final mix, no new dubbing was added. Square was trying to save moneys, plus, Nomura prolly didn't have a image of what Xemnas would look like or who he was. KH1 they were still making it up as they go remember? XD

Other than Zero, which totally doesn't count, what other ghosts are there? Soul-less would imply that there is no soul, not made of the soul.

What if when a Nobody was destroyed the body faded away but the soul went somewhere else? that would make an interesting main antagonist for KH3, no matter how unlikely it may seem. It would probably result in another annoying,5-stage, final battle.

This is a 50/50 deal seeing as the labeled heartless have hearts. But then again, Nomura said that when a heartless is defeated, the heart is supposed to go back to it's whole being.
So, there is still controversy on that one seeing as the games and Nomura see two different things.

As you say, this could make sense for KH3. As an explanation it does negate the idea of souls being the bad guys of BBS, however.

I don't think any nobodies were "supposed" to exist, even Xemnas - I think his creation was an accident even to Xehanort's experiment.

The result of becoming nobodies wasn't intentional, the experiments on the heart were. Becoming nobodies were side effects.

Even still, becoming a nobody wan't intentional for him considering he did not know what a nobody was. Nobodies started with the first six. If Axel is the eighth, then it would be suffice to say that he never came across a nobody until he became one.
