No, more like a representation of an already slow woman being forced to answer all questions asked to her in the form of "the US needs to help better (insert third world country) because (blahblah)"

"I personally believe that why that is, as Americans, is that we can't it because some people out there in the US like, uh, don't have maps and the Iraq people don't have maps in South Africa and Asian countries have education like, uh, South Africa everywhere, such as, and i believe that they should, our education in the US should help the US to build up our future."

Give her a few more years and she'll be living the luxurious lifestyle she's lived her entire life, not having to worry about education because her looks are enough to make herself a living.

Presidents usually do have to be somewhat intelligent, even if they do occasionally make ape like faces.

Hey guys, why don't you try answering a question like that on live television? You all make fun of her and think of her as such a stupid person, but she's not unintelligent at all.

She was nervous, and she froze. And that's all there is to it. I'm sure you wouldn't want this big viral group of people laughing at you for making a mistake like that.
