pic adjustment problem

ok, every time I change the size of an uploaded picture with the corner box, it changes back to the normal size in was when uploaded. Any tips?

You learn how to use a basic program such as paint to resize it and stop trying to do the impossible.

it hasn't ever worked. and i don't think the admins are concerned about it or they can't manage to do anything about it.
