Hidden Fees

Not sure what section this should be in but next week im sponsoring a bill for my government class about banning hidden fees in food chains and resteraunts. The kind of stuff when your at a resteraunt and the waiter will ask if you want a refiil and you say yes without knowing your being charged 3 dollars extra. Im suspossed to come up with a 1 minute speech that explains why its good, how it will work, etc. This is my first time sponsoring and im a little freaked out on how to do it so if anyone has experience in this it would be greatly appreciated.

You should just be straight up with it. Hidden fees are wrong and I hardly ever go out to eat for that reason and many others.
