Judges aren't necessarily a must-have. If they request it sure, but most courteous and moderately-well-versed roleplayers can fight fairly without the need for a judge. I'll take a shot with your battle, HV.

Sometimes with the higher ranking battles (1-10), I can see where that'd be the exception to having a judge present.
