Other way around. Usually, the anime is based off the manga.

I think that this one is the closest with the definitions of anime and manga. Neither of them has to be based off another, though they often are. Some like Fate/Stay Night and Disgaea and such are based off of games as well. I think Tokyopop also publish some 'cine-anime', which I think is anime adaptations of just about anything. There are things like Lilo and Stitch and such.
