The game still did nor answer my only question. Why did Diz make an intire twilight town just for roxas. And how did roxas forget everything in The organization, not just xion

diz made a data world so he could put roxas back in sora. and diz brainwashed him.his org memories would have made him lest willing to go back. it was justto revive sora.

Um, KH2 answered your questions: the organization was trying to get Roxas back, so they gave Roxas another identity to "throw off his pursuers". So DiZ made an alternate Twilight Town for Roxas to live in until he was ready to merge with Sora.
And Roxas couldn't remember the organization because of what DiZ did. DiZ had Namine create false memories for Roxas, so that Roxas would think he really did live in Twilight Town. Because of that, he couldn't remember anything other than the false memories Namine gave him.

They also said that the virtual twilight town, by whatever means, was tied to Sora's Memories. So putting Roxas there while Namine was working on their Memories should've helped the process go smoother.

I seem to recall them saying something like, VTT was made inside Sora's heart or something like that, or just made in Sora. Something weird.

The English version in the secret ansem reports. Said the town was created inside Sora's Memories. Hence why I said it was linked to them, because actually being made inside them makes no sense, what with Chip and Dale seeing it and it being a shadow world.
